^■1 <br />LMCD Board of Directors September 2b, 1991 <br />Martinson responded that the late fee is an incentive for <br />payment of fees on time The charter boat fee schedule is based <br />on the benefit to the operator of having a license. He suggested <br />many charter boat operators gross $250,000 a summer. <br />Debbie Breneman, North Shore Drive Marina: She called <br />action on a change in fees premature in viev/ of the financial <br />difficulties some marinas have had in continuing to operate as a <br />result of the drought. North Shore Drive Marina offered a charter <br />boat for use in raising funds for the milfoil program. She <br />further stated the figure of $250,000 gross from charter boat <br />operations is "macabre". The LMCD could increase its funding by <br />charging non-licensed renters of dock space. She admitted being <br />terrified by the milfoil but feels there should be a greater <br />attempt made to eradicate it. <br />Neil Costagna, LMLOA: Asked if the license fee for special <br />events cover hot water wash downs of boat hulls to control <br />introduction of the Zebra Mussel into th.e Lake. Babcock <br />responded tha^. new policies and procedures to address this threat <br />will be considered by the LMCD over the winter months. Hurr <br />added it could be a requirement of any Special Event Permit for <br />which boats come in from outside Lake Minnetonka. <br />Woody Love, Shorewood Yacht Club: States he operates a <br />marina that does not gross $250,000. In recent years their fee <br />structure has been reduced. They operate on a cash basis and <br />cannot pay the entire license fee until they receive the income <br />from their renters. He offered to open his books to the Board. <br />He added that a serious problem to the marina operators is the <br />competition from homeowners providing/renting slips to the <br />public. He asked that the Board not vote on the schedule at this <br />time and allow more time for dialogue with the license holders. <br />Jerry Rockvam, Rockvam Boat Yard, Inc.: Stated his <br />objection to a 50% increase in one year, he said there were <br />several marinas last year which had slips they could not use <br />because of the low water, and yet they had to pay for all slips <br />to retain their density. He suggested looking to charging the <br />homeowners who are renting space. He believes the market value <br />of the marinas is going down. He also mentioned that marinas pay <br />property taxes, a portion of which supports the LMCD. <br />Hurr noted that marinas have substantial dockage in use on <br />their shoreline compared to the four boat or 1:50 limit for <br />homeowners. <br />Vern Haug, Mayor, City of Tonka Bay: Haug feels this <br />proposal should have been sent to the city councils. The Board <br />should not take a vote until his council is made aware of the <br />coat to their marina. He believes the Board owes that courtesy <br />to the cities around the Lake. He nr>t.ed that Tonka Bay did n.. t <br />use their slips in 1990 due to the div^ught, but paid the entire <br />fee <br />Martinson responded that the idea is to shift the cost <br />burden from the non^iakeshore owner to those who use the Lake. <br />Hurr added that under the proposal made by the Water Structures <br />Committee there would be a 10% reduction in the cities' levy for <br />1992.
