The homeowner <br />and builder feel that reducing 75-250' hardcover to 25% would <br />mean losing the patio, the deck, and portions of the drive. The <br />applicant would like to expand the decks, and is prepared to <br />reduce the driveway if ne^'essaiy but would prefer to not lose the <br />patio. <br />Bardcover Reaoval Options <br />Any recommendation considered by Planning Commission should <br />include removal of the 700 s.f. of plastic lined rock beds west <br />of the driveway. Since the council put on hold its determination <br />whether non-woven fabric is non-hardcover. Planning Commission <br />could also recommend that all other rock beds upon the property <br />have the fabric underliner removed. This leaves 11.4% in the 0- <br />75' zone if none of the sidewalks, retaining walls, deck, patio <br />or shed are removed. Certainly the patio is the next most <br />expendable area in the 0-75' zone to accomodate further <br />reductions in that zone. <br />In the 75-250' zone, removal of all the landscaping <br />hardcover and addition of the expanded deck and upper story as <br />proposed, results in 32% in :he 75-250' zone. Soce II equals <br />141 s.f., about 1000 additional s.f. would have to be removed to <br />get to the 25% level. Removal of the 420 s.f, parking area next <br />to the garage would lower it to 29%. Not much more of the <br />driveway could be removed and still le'*ve it functional for <br />backing out. <br />If variances are denied, a buijding permit could not be <br />issued until hardcover in the 75-250' zonr is reduced to 25% <br />under a reasonable, functional scheme. This may not be possible. <br />Planning Commission may also wish to consider whether, if <br />applicant could reduce the 75-250' zone to 25%, should any <br />portion of the 0-75' hardcover also be removed? The City Council <br />has declared that all "illegal*’ hardcover in 0-75' zones must be <br />removed . <br />Issues to Consider <br />1.After-the-fact fee will be automatically charged fcr the <br />building permit. Is there any justification to not charge <br />an after-the-fact variance application fee? <br />2. If all plastic/fabric hardcover is <br />sufficient hardship to justify a variance for <br />removej , <br />32% <br />is there <br />hardcover <br />in 75-250' zone?
