Box 66 <br />Crystal Bay, MN 55323 <br />Alfc a e 1991 <br />Re: John and Pat Walker Residence <br />1310 Spruce Place <br />Dear Mayor and Council: <br />This is a request to give direction to City staff to issue a <br />Building Permit being withheld under City policies which require <br />that Building Permits be issued until hardcover issues are <br />resolved. <br />On July 1, 1991, Roncor Corporation applied for a Bu^xOing Permit <br />to add a second story to the residence of John and Pat Walker at <br />1310 Spruce Place. (See Zoning Administrator’s chronology <br />attached.) Staff review noted that hardcover exceeded permitted <br />limits. Roncor and the Wr-lkers explored with staff ways to reduce <br />hardcover. The Walkers prepared necessary surveys, <br />hardcover calculations which reduced hardcover from 50% to 32% in <br />the 75-250 foot zone. The Walkers request that a post-1975 <br />retaining wall (whv;h includes landscaping rock with ciotn <br />-ierXay) in the O- '5 :!oot zone be permitted to halt erosion ana <br />jff migration. <br />u ? <br />^ - <br />Walker cite in favor of approval, a rooftop water catchment and <br />drainage system, bluff migration and erosion, adjacent unimprovea <br />right-of-way for sumj area, unusual lot configuration and <br />topography. <br />The Planning Commission teUaled to September 16, 1991 suggesting "a <br />return to pre-1975 hardcover levels . .
