The City to formally <br />reclassify Outlot A, Willow Properties Addition as a <br />future public road. <br />5. Access to Lot 1, Block 1 shall be provided from Outlot <br />A, This property shall be limited to one other <br />additional curb cut along Old Crystal Bay Road based on <br />length of frontage adjacent to roadway. Lot 1, Block 2 <br />shall achieve access only from Outlot A, the future <br />public roadway. No direct access onto U.S. Highway 12 <br />shall be allowed. <br />6. Notice to applicant and owner that any alterations of <br />the existing wetland designated at the 1018 elevation <br />or within 26* of that wetland shall require a separate <br />conditional use permit and variance application with <br />the City. <br />7. Any others deemed appropriate by the Planning <br />Commission. <br />Additional CoBMonts and Planning Coonission Reconmendations <br />September 4, 1991 <br />Additional Bnhibits <br />Exhibit H - Revised Drainage Plan <br />The Planning Commission unanimously approved the preliminary <br />subdivision application for the City of Orono noting special <br />concern for the obtaining of clear title to the subject property <br />and of the special drainage needs of this severely sensitive <br />property. The Planning Commission once again voiced hope that <br />there would be no need for variances that would involve the <br />encroachment of the designated wetland area. <br />Staff has met with the Minnehaha Creek Watershed District in <br />order to determine the best means of maintaining adequate <br />retention and drainage control for Lot 1 when developed. The <br />Minnehaha Creek Watershed District was reminded that if the <br />wetland area was determined to be classified as a Type II wetland <br />that the jurisdiction of the Watershed was somewhat limited. <br />Mark Gronberg,' the City surveyor, advised that the Army Corps of <br />Engineers had no concern if the City proposes excavation as <br />opposed to filling of a Type II wetland. <br />Please review Exhibit H. Mark Gronbetg has submitted a <br />revised topographic map designating the wetland now at the 1017.7 <br />elevation.
