Dianr Goetlen -2-August 26, 1991 <br />Several other questions come to mind when a tax increase is considered as a <br />result 7f this project. First of all, I was very pleased to learn from the <br />"newsletter" that the City has managed to set aside $2.5 million (since 196^} <br />to help fund this project. That's a very positive, successful effort, which <br />required the City to set aside approximately $312,000 per year. My question <br />Is, what is going to happen to that source of revenue which for the last <br />8 years has been set aside? Is it going to stop? Wouldn't that source of <br />revenue be available to fund long term fiwancing? <br />Secondly, over the past several years, Orono has enjoyed a substantial growth <br />when we built a home on Silverview Drive, it was the individuals on our street <br />that: <br />1. <br />2. <br />3. <br />4. <br />5. <br />paid to have the road built <br />assumed future road maintenance <br />pay for snow removal <br />build and maintain individual sewer systems <br />pay for garbage removal. <br />Yet our taxes are the same or higher than in similar surrounding communities <br />where these services are provided. How has the additional revenue been used? <br />If I am going to be asked to pay for the "highest quality of public services <br />available", it would seem the city could at least assume responsibility for <br />road maintenance. <br />Perhaps my letter is meaningless since this project has been unanimously <br />approved and the decision has been made to proceed. However, I do hope you <br />will respect my concerns and, while you may not agree, share them in discussions <br />with others. Also, if there are any opportunities for changes in direction <br />I urge you to: <br />1. <br />2. <br />3. <br />4. <br />Reject any tax increases. <br />Examine all aspects of the project to verify actual <br />necessity. <br />Examine the overall budget for potential savings <br />rather than bill the taxpayers. <br />Insist that spending not exceed available revenue. <br />I regret I will be unable to attend the August 28th public hearing to express <br />my views personally. In sunmary, I too am in favor of clean, safe and <br />professional working conditions that allow City employees to deliver necessary <br />public services.
