Date: June 24, 2024 Item: 9 <br />Presenter: Maggie Jin, Finance Director <br />Section: Finance Report <br /> <br />Title: Property Assessment Service Contract - Hennepin County <br /> <br /> <br />1.Purpose: <br />To gain approval to use Hennepin County Assessors for assessing city properties for an indefinite <br />term of years, to be reviewed on a five-year cycle. <br />2.Background: <br />The City has contracted with Hennepin County for assessment services since August of 1998. The <br />current one-year agreement expires on July 31, 2024. The proposed agreement covers assessment <br />services for an indefinite term and will be used set the tax base for taxes collected in 2026 and <br />beyond. <br /> <br />Currently, 2024 assessment services are $254,000 to be paid by the City of Orono. On May 14, <br />2024, the Board of Hennepin County Commissioners adopted County Resolution 24-0199. This <br />resolution allows negotiation to be made with jurisdictions within Hennepin County with <br />population under 30,000 and currently under agreement with the county for local assessment <br />services to be performed by the County assessors at no cost to the City. Future assessment services <br />will be included in the County portion of property taxes and no longer paid by the City. <br /> <br />The County Assessor will be present at the Council Meeting to provide information. <br />3.Staff Recommendation: <br />Staff recommends continuing the partnership with Hennepin County Assessor’s office to provide <br />assessment services for city properties. An experienced staff with knowledge of the unique and <br />high quality properties allow the assessors assigned to Orono to provide excellent customer service <br />to our residents. As part of the County, the local assessors also have access to other assessing <br />expertise that the dwindling number of private assessors do not have available to them.
