f;' <br />MINUTES OF THE REGULAR ORONO COUNCIL MEETING <br />HELD JULY 22. 1991 <br />Counciimember <br />City Staff: <br />and Zoninq Cr <br />ROLL CALL: '4^ <br />The Council met on the above date with the follov/iny memi^ <br />present: Mayor Barbara Peterson, CounciImembers J. Dia <br />Goetten, Edward Callahan, and Gabriel Jabbour. <br />Buvler was absent. The following represented the <br />City Administrator Mark Bernhardson, Building and Zoning <br />Administrator Jeanne Mabusth, Public Works Director John <br />Gerhardson, Assistant Planning and Zoning Administrator Michael <br />Gaffron, City Attorney Thomas Barrett, City Engineer Glenn Cook. <br />City Clerk Dorothy Hallin, Finance Director Thomas Kuehn, and <br />City Recorder Laurie Scheffler. Mayor Peterson called the <br />meeting to order at 7:00 p.m. <br />(#1*)CONSENT AGENDA <br />Jeanne Mabusth, on behalf of Dianne Jentilucci, a concerned <br />property owner residing at 1295 Briar Street, asked that item #9 <br />be removed from the Consent Agenda. <br />It was moved by Goetten, seconded by Mayor Peterson, to <br />approve the Consent Agenda, with the exception of item #9, which <br />was removed and discussed in the sequence shown on the Agenda. <br />All voted aye. Motion passed. <br />PUBLIC HEARING REGARDING ESTABLISHMENT OF <br />HOUSING AND REDEVELOPMENT AUTHORITY <br />The Affidavit of Publication was duly noted, <br />Peterson opened the Public Hearing at 7:02 p.m. <br />and Mayor <br />Bernhardson informed those in attendance that a Public <br />Hearing is required prior to the establishment of a Housing <br />Redevelopment Authority (HRA). He advised that the Resolution <br />regarding the establishment of an hra had been published in the <br />"Laker" and "Pioneer" newspapers. Bernhardson explained that the <br />HRA would be a separate entity which will allow the City to <br />undertake certain housing activities that it may otherwise not <br />undertake. Members of the Orono City Council may comprise the <br />entire membership of the HRA Board of Commissioners, and would <br />then have full control of the HRA's activities. <br />Mayor Peterson asked for public input. <br />Dianne Jentilucci, 1295 Briar Street, asked if this was the first <br />HRA the City of Orono has established. <br />Bernhardson stated that as far he is aware, this is the <br />first HRA the City would establish, if Council votes to do so. <br />He noted that at some point in the past, the City had considered <br />establishing an HRA, but had not proceeded. <br />Ms. Jentilucci asked why the City was considering the <br />establishment of an HRA at this point in time. <br />- 1 -
