n$h caugh t aod to minimize the impact of increasing fishing pressure on the resource and <br />other users. <br />Lead Agency: DNR <br />Cooperating Agencies: LMCD <br />All tournaments for b ss, walleye, and muskellunge on Lake Minnetonka with greater than <br />100 participants will ' e required to be "catch and release" tournaments, and tournaments <br />attracting fewer participants will also be encouraged to be "catch and release" tournaments. <br />Such tournaments will be allowed exceptions for hooking mortalities and a limited number <br />of "trophy" fish per toumamenL Participants in bass, walleye and muskellunge tournaments <br />are subject to rules governing transportation of fish, weigh-in procedures, and evaluation <br />procedures prior to release. The individual and cumulative effects on the resource, other <br />users and landowners should be considered before issuing a permit for a tournament. <br />15. Obtain additional information on the impacts of exotic plant species on fish populations <br />and the impnet of aquatic vegetation harvesting on fish populations. <br />Lead Agency: DNR <br />Cooperating Agencies: LMCD, MPCA, FWS, CoE <br />The LMCD will encourage the DNR with the help of other agencies and organizations to <br />determine the effect of an extensive weed harvesting program on fish population using Lake <br />Minnetonka as a model, as well as determining the effect of the vegetation infestation on the <br />fisheries. If necessary, an educational program should be implemented that would instruct <br />anglers on effective fishing techniques in and around dense mats of aquatic vegetation. <br />Shorcland Management Policies! <br />16. All cities with shoreland on Lake Minnetonka are encouraged to adopt Shoreland <br />Management Ordinances that meet or exceed the Staie-Wide Standards for Management of <br />Shoreland Artas^ promulgated by the DNR. <br />Lead Agency. Each city <br />Cooperating Agencies: Neighboring cities. DNR, LMCD. MCWD, Council <br />All cities are expected to meet or exceed DNR shoreland management standards. State rules <br />provide for the DNR to allow some flexibility in the application of its standards. Because the <br />flexibility in standards has the potential to impact Lake Minnetonka and therefore all of its <br />adjacent aties, it is critical that cities proposing to use flexibility provisions, provide adequate <br />opportunities for all lake cities, the LMCD and other interested parties to review and <br />oonunent on their proposed ordinances. It is recommended that cities provide copies of their <br />proposed draft ordinances at least 60-days before their formal public hearing ou the ordinance <br />or submission of their draft ordinance to the DNR commissioner for review, ^ 1 ichever comes <br />firsL <br />17.
