Section 307 Holidays - Administrative and <br />Personnel Policy <br />B. Draft Resolution Amending Administrative and <br />Personnel Policy <br />ISSUE - Amend Section 307 of Administrative and Personnel Policy <br />to establish the personal holiday at the time the city calendar <br />is prepared for the following year. <br />INTRODUCTION - The City Council adopted the Administrative and <br />Personnel Policy on November 25, 1985 which includes Section 307 <br />Holidays. This section includes a personal holiday to all <br />regular full-time employees. <br />DISCUSSION - In years when selected holidays (Christmas, New <br />Years, veterans or 4th of July) fall on Tuesdays or Thursdays, it <br />creates a ”1 day work week" and many people want to be gone. It <br />would be easier to use the personal holiday to make that an <br />official closure day. Additionally administrating the use of the <br />personal holiday has been a cumbersome task for the department <br />heads and payroll department. It requires extra time to <br />determine that it is recorded correctly on time sheets and that <br />each employee uses it during the current payroll year. <br />RECOMMENDATION - It is recommended by staff that the <br />AcGuhTstfatTve and Personnel Policy be amended to read that the <br />personal holiday will be established at the time the calendar for <br />the following year is approved by Council. When appropriate <br />the personal holiday will be scheduled to extend weekends in <br />conjunction with other orficial holidays. (Example would be in <br />1991 scheduling Friday, July 5th as the personal holiday.) By <br />setting the personal holiday on the meeting schedule before the <br />year begins will give employees time to plan vacation days. <br />Attached are calendars for 1992, 1993 and 1994 with the 10 <br />scheduled holidays noted. (For example in 1993 November 12th, a <br />Friday would be designated as the holiday.) <br />It is recommended that Attachment B, draft resolution, be adopted <br />as an amendment to the Administrative and Personnel Policy.
