Bernhardson, City Administrator''! <br />July 12, 1991 <br />!C <br />\ 'o.»/> <br />4 • <br />ATTACHMENTS - <br />a) Stergency Preparedness Memo Dated 4/6/88 <br />B) Minutes Excerpt From Meeting 4/11/88 <br />/o <br />Subjects Emergency Preparedness Siren - Minnetonka Beach/Oi^j^ <br />'‘X <br />ISSUE <br />XT ^Determine whether Council desires to commit to more money <br />regarding a placement of a siren in the Minnetonka Beach <br />area. <br />2.Provide Interim siren coverage in the Areola Bridge/North <br />Shore Drive in Orono in the Crystal Bay neighborhood <br />together with Big island coverage on an on-going basis. <br />INTRODUCTION - <br />in 1946 the Orono City Council authorized that they would <br />commit up to $3,500 in order to assist the City of Minnetonka <br />Beach in the acquisition of an emergency preparedness siren. <br />$3,500 represented the cost of going to a larger, more effective <br />siren which would serve an area larger than the City of <br />Minnetonka Beach. <br />DISCUSSION - <br />At the Minnetonka Beach's July 8th Council meeting, they <br />indicated that they would desire to go with an mechanic siren at <br />125 decibels. The cost of this would be greater than the <br />original $10,000 they originally set aside together with the <br />additional $2,000 that they had authorized plus the $3, 200 that <br />Orono had initially agreed to use in the participation for this <br />siren installation. Minnetonka Beach is now requesting Orono to <br />increase its contribution from $3,200 to $5,000. This is an <br />amount that can be carried within the City's current budget for <br />this year. <br />The reason for the increased cost of the electronic siren is <br />that the siren can sound when there has been a power failure when <br />mechanical sirens by themselves can not operate. Additionally, <br />this type of siren can be Installed in an area that puts it in <br />closer in proximity to Big Island and also in a higher area than <br />can better serve parts of Orono that are not already served. <br />Thirdly this electronic siren can be used as a loud speaker which <br />can be manually operated to make public announcement, both on <br />land and over lake. While eventually the Crystal Bay <br />neighborhood will be covered by another siren, probably within <br />the next 3-5 years, this would provide better coverage for the <br />North Shore/Crystal Bay areas during that period before the new <br />siren would be constructed.
