All votea aye. <br />Motion passed. <br />(#7)SIGN ORDINANCE AMENDMENT <br />Mabusth summarized the information provided in her June 19, <br />1991 memo pertaining to the Planning Commission's recommendation <br />for a Temporary Sign Ordinance Amendment. <br />Mayor Peterson asked Planning Commission Chair, Charlie <br />Kelley, if he wished to make any comments regarding this matter. <br />K<iley stated that the Planning Commission did not want the <br />Terapcrary Sign Ordinance to be drafted in ^ way that it <br />would over-regulate the citizens. He said, "The Planning <br />Commission's recommendation primarily focused on the need for the <br />business owner to obtain a tor 'orary sign permit. This would <br />also apply in the case of adver i:ing balloon and banners." <br />Butler asked Staff how the City will keep track of the <br />number of temporary sign permits issued to each property to <br />0SSUJ7Q that no more than four permits are issued per year. <br />Mabusth advised Butler that the City has a compucer program <br />in oiace for recording the uumber of permits issued to each <br />property, and that it is currently used to monitor permits issued <br />on a property. <br />Butler asked if other communities have sim^-lar sign <br />oj^dlnances in place. She added that, in her opinion, such an <br />ordinance seemed to be very "knit-picky". She as’.ed, "How can a <br />person located in a multi-tenant building run a b .siness if th <br />other tenants have .‘^'•pleted the four signs per year, pur building <br />allocation? There are very few free-standing buf.inesses within <br />the City of Orono.
