s <br />I- <br />i- <br />b <br />Zoning File »1645 <br />June 5r 1991 <br />Page 3 <br />Additional Coaments and Planning ConoBission Reconmendation - <br />Upon inspection of the site, staff confirmed that the <br />location of the west euro cut was located within the two-way <br />portion of Sugarwood Dri^; 9. The Planning Commission discussed <br />the original design of tie island areas and the fact that the <br />subject island was not installed per the approved plan. The <br />Planning Commission noted there was no discussion of a one-way <br />lane during the review of the PRD and this condition was not <br />noted during a recent review for Rebers Construction when the <br />contractor sought turn-around encroachment of the 50' street <br />setback yard. <br />The majority of the Planning Commission felt that a single <br />curb cut would be adequate for the property and advised applicant <br />to install a new curb cut to the west side of the property and <br />cease all use of the eastern access that has the sighting <br />problem. The majority voted against two curb cuts for the <br />property. <br />The minority opinion felt that the design of the road <br />created the problems for the site and that now that the property <br />is fully developed and an existing turn-around and drive <br />installed that a second curb cut and drive should be allowed at <br />limited widths. One Member of the minority opinion felt the <br />islands should be either removed or altered. <br />The application is presented as an appeal of a Planning <br />Commission action. Mr. Graf asks for special consideration of <br />the Council. <br />Options of Action Available to Council - <br />1.Approve a second curb cut as requested by the applicant. <br />2.Approve a single curb cut to property. If a curb cut is to <br />be relocated, the Planning Commission has asked to review an <br />amended plan. <br />3.Table all action on tne special request of applicant pendltig <br />a more comprehensive review of the road design as it impacts <br />adjacent lots within the island areas of Sugarwood Drive and <br />to consider either removal or alteration of island areas, <br />redesignation of Sugarwood Drive as a one-way road or other <br />alternatives for properties adjacent to island areas.
