Gerhardson, Public works Director June 20, 1991 fl Subject: Request for Reimbursement - 3572 Livingston Avenue Attached for review and Council consideration is a request from Karen Cuff, 3572 Livingston Avenue, for a refund of sewer and water assessments for the adjacent property which they acquired through tax forfeiture. The property went tax forfeit in 1976 and ' Karen Cuff purchased the land from Hennepin County in 1982. At the time the Cuffs acquired the property there were outstanding special assessments for sanitary sewer and municipal water. The Cuffs have paid a total of $1,675.97 for those assessments and because they do not have total use of the property and because the property is a drainageway for the neighborhood, the Cuffs feel they should be reimbursed for the assessments they have paid. Because there are so many different methoas for levying assessments, there is not a set procedure for handling these matters. I should be noted that with the formulas used for the above property and projects, and if the properties had been cosd>ined at the time of the improvements, the only cost that may not have been assessed is the $580.00 unit charge for the municipal water.
