'A
'0^
i
‘V.
Ct
N'
rSa
i':-
joEllen Harr
June 26, _1?91
page 2
Basis Foe Allocation - Under the old enabling laws the
pEOEation was based on assessed value witn a maximuni
cap. The appaEent Eecodification changes that and uses
the term "Taxable Matket Value" which is not the cutrent
corapaEable to the old term of Assesseu value. To a
degree this does shift the burden from cities with
commercial property to those with residential. (It is
thought that this should have been a technical
correction and paralleled what happened in the Tax Bill,
but apparently this change did otherwise.)
The City Council did indicate that they continue to
appreciate the r.--*ponsi veness you have provided as a
representative of the Jity cn the LMCD Board and also expressed
their appreciation t.iat other board members have become more
responsive to issues of the cities within the last few months.
Council looks on this as a hopeful sign for the Board's future.
They do have other suggestions related to the upcoming program
for LMCD for *92:
Boad Safety and Education - The City still feels one of
LMCD's primary missions is in the boat safety and
education area and wanting to make sure that the
District's efforts in the area of education plus
legislative activity to seek licensing for the actual
boaters would be a step in that direction.
Council strongly encourages you, as our representative,
to seek reductions in the proposed budget as outlined in both
ours and Tonka Bay's letter together with other that may be
submitted by the communities.
work.
Thank you very much for your consideration and hard
cerely.
E.Bernhardson
City Administrator
cc: Mayor and City Council
Eugene R.
