! <br />CITY of OR( <br />RESOLUTION OF THE CITY COUNCIL <br />NO. ______ _ <br />A RBSOLDTIOII PROVIDIHG FOR A PUBLIC HBARING ___ <br />ON THB BSTABLISHMKNT OF A HOUSING AND REDEVELOPMENT AUTHORITY <br />IN THE CITY OF ORONO^ MINNESOTA <br />NBERBASr Minnesota Statutes, Section 469.003 creates a <br />Bousing and Redevelopment Authority in each city in this State <br />and provides that such an authority shall not transact any <br />business or exercise any powers until the governing body of the <br />City, by resolution, finds that there is need for a housing and <br />redevelopment authority to function in the City. <br />MOW THEREFORE BE IT RESOLVED By the City Council of the <br />City of Orono, Minnesota, that on the 22nd day of July, 1991 at <br />7j 00 o'clock p.m. the Orono City Council shall hold a public <br />hearing at the City Council chambers in Orono, Minnesota, <br />follo«ring which this Council shall consider a resolution making <br />the following findings: <br />(a)That there is a need for development and <br />redevelopment within the boundaries of the City of <br />Orono to improve the tax base and to improve the <br />general economy of the City and the State of <br />Minnesota; and <br />(b)That areas within the City are potentially more <br />useful and valuable than has been realized under <br />existing development and that they may be less <br />productive because of the lack of proper utilization <br />and Investment, and consequently are not <br />contributing to the City's tax base to full <br />potential; and <br />(c)That substandard, slum or blighted areas «3ci*t in <br />the City which cannot be redeveloped without <br />governmental assistance; and <br />(d)That there is a shortage of decent, safe, and <br />sanitary dwelling accommodations available "to <br />persons of low income and their families at rentals <br />they can afford; and <br />(e)That there is a need for a housing and redevelopment <br />authority to function in the City.
