r <br />ORONO CITY COUNCIL MEETING HELD JUNE 24, 1991 <br />(#12)LMCD BUDGET CONTINUED <br />the cities for input as to where they would like the Milfoil <br />program to go.Is it somethin, that the cities could like to <br />have continued, increased, contained, or abandoned entirely?” <br />Goetten asked why the 1992 budget shows no revenues <br />generat6d from the private sector. <br />Strommen indicated that the LMCD will continue to solicit <br />private funds in the way of a mail campaign, which they expect <br />may yield $60,000 to $75,000. The monies received from private <br />sources would be directed toward research of a permanent solution <br />to the Milfoil problem, rather than the control program. <br />Strommen stated that they may receive more contributions for <br />private sources if people know it is going to find a cure. <br />Callahan asked Strommen if there has been any feedback from <br />the public agencies as to how much they intend to contribute. <br />Strommen replied, "The DNR has confirmed that they will give <br />us $30,000. The DNR had hoped to contribute more, but due to a <br />lack of appropriations from the legislature, and the fact that <br />the monies from the $?.00 watercraft surcharge will not be <br />realized until next year $30,000 is the extent of their budget." <br />Callahan asked why the LMCD has not given consideration to <br />keeping their budget at its 1991 level. <br />Strommen again stated that would be an appropriate <br />suggestion to make to the LMCD Board. He said, "The Board has <br />not discussed a zero increase budget, but could still look at <br />that." <br />Goetten asked Strommen to pass that reguest along to the <br />LMCD Board. <br />Jabbour commented that the LMCD Board has been more <br />receptive to the ideas of the LMCD cities, and that there has <br />been more open lines of communication. He said, "My main concern <br />is that, with times being what they are, the cities have to be <br />fiscally responsible.We have to find innovative ways to cut <br />costs.Has the LMCD given any consideration to having a <br />volunteer harvesting program?The Lake Minnetonka Homeowner’s <br />Association is anxious to participate with the LMCD. The LMCD <br />needs to find ways to accomplish their goals without raising <br />budgets, and ultimately taxes." <br />Butler asked Strommen if there have been any efforts on <br />behalf of the LMCD Board to lobby for financial support from the <br />Park Reserve District or the Metropolitan Council for the Milfoil <br />program. <br />-16 -
