He said, "A lateral could be installed that is two miles <br />long and it would serve the rest of the City." Gaffron displayed <br />a map he had prepared showing properties that would be included <br />in the initial project, and hooked up directly to the trunk, and <br />those properties that would be served by a neighborhood lateral. <br />He stated that there are approximately 100 properties, of which <br />60 would be in the initial project, and the otlier 40 would be <br />split up into three or four different neighborhood lateral <br />projects, but could pay the trunk charge now. Gaffron advised <br />that the project could be expanded to include properties on <br />Cygnet Place, which Is the next area that will begin to <br />experience problems with existing septic systems. <br />Butler asked if there are any existing problems on Cygnet <br />Gaffron advised that approximately 1/2 <br />have replaced systems over the last ten or <br />those systems are still working. <br />of the properties <br />twelve years, and <br />Callahan asked whether it would be appropriate to forego a <br />motion calling for an updated feasibility study and proceed to <br />ordering plans and specifications. <br />Gerhardson indicated that construction of this project would <br />not begin for sometime, and suggested that it may be more <br />beneficial to have an updated feasibility study. <br />It was moved by Mayor Peterson, seconded by Jabbour, to <br />direct the City Engineer to update the feasibility study for the <br />Stubbs Bay sewer project. All voted aye. Motion passed. <br />(#10)CITY FACILITIES-FINANCING <br />Bernhardson presented Council with additional information <br />regarding financing or the City facilities, as well as a draft <br />resolution to set a public hearing to determine if Council <br />desires to establish a Housing and Redevelopment Authority. <br />Mayor Peterson stated that Council would consider and take <br />separate action on each of the issues presented in Bernhardson's <br />June 21, 1991 memo. <br />Bei'nhardson explained that if Council chooses to adopt the <br />draft resolution setting a Public Hearing to establish and HRA, <br />the City Attorney would review the final resolution prior to <br />publication in the newspaper. <br />It was moved by Callahan, seconded by Butler, to adopt <br />Resolution #2978, to publish a notice of Public Hearing to <br />-11 -
