Presuming that the septic <br />regulations are adopted as outlined above, there are three <br />possible scenarios: <br />or <br />or <br />1. <br />2. <br />3. <br />Expansion/upgrading of Stubbs Bay neighborhoods comes <br />to a grinding halt. <br />The majority of Stubbs Bay ends up on holding tanks as <br />expansion/home upgrades continue. <br />Installation of municipal sewers negates the septic <br />issue. <br />Additional Issues <br />You had indicated in October that the information packet sent to <br />each homeowner was complex and intimidating, and perhaps a brief <br />factual follow-up letter to the neighborhood would be helpful. I <br />agresr and perhaps we should meet again to discuss what specific <br />information should be included. <br />Another question that came up was the possiblity of waiving hook <br />up for those with new or conforming systems. This is something <br />the Council would have to agree to, and so far they have not <br />locked closely at this option. <br />Hith two new Council members, and a number of major planning <br />issues on the front burner at the moment (i.e. Highway 12, LMCD, <br />Shoreland Regulations, and City Facilities) along with the <br />relatively negative response from the Stubbs Bay neighborhood, I <br />don't anticipate early Council action on the Stubbs Bay sewer <br />question. I think you will agree that, based on the response to <br />date, the residents are not willing to accept the high costs of <br />this project. However, the Council might be convinced to go <br />ahead with the project if the neighborhood was to come forward <br />irith a united, positive statement of support at some specified <br />level of cost participation by the City. If residents are given <br />a better idea of what their real alternatives are, perhaps more <br />will be convinced. 1 think it would help the Council if they are <br />given a better idea of what dollar amount residents might be <br />willing to accept.
