Presentation <br />consideration. <br />to Council of initial estimates for budget <br />INTRODUCTTON - Given the alterations to the Truth in Taxation <br />requirements Attachment A is presented for Council information. <br />As a result of that the City's budget process dates will be as <br />follows: <br />* Attempt to provide preliminary budget information to <br />Council by July 22, 1 99 1 and if not by August 12, 1991. <br />* proposed 1992 tax levies and budget resolutions must <br />be adopted at August 26, 1991 Council meeting. Also <br />the City must select dates for the initial and <br />continuation budget hearings to be held between November <br />15 and December 20, 1991 after receipt of information <br />from the County <br />* Budget work sessions(s) with City Council and with <br />staff in September - October <br />♦ Publish notice of proposed property taxes before the <br />hearing to be held between November 15 and December 20 <br />* At budget hearing(s) Council must adopt final budget <br />and property tax levies. (Note property tax levy <br />adopted cannot exceed amount adopted at August 26 <br />Council meeting, but may be lower at Council's <br />discretion.) <br />* City must certify the final budget and property tax <br />levies adopted at budget hearing(s) to the County <br />Auditor by Friday, December 27, 1991 <br />DISCUSSION - Because of the "no growth" levy limits placed on all <br />cities during the recent legislative session, the General Fund <br />tax levy increases for the City will be zero, except for some <br />potential special levies. initial estimates place <br />pecsonnel/increase which make up about 70% of the budget at about
