City of Tonka Bay Letter Dated 6/12/91 <br />ISSUE - Determine initial reaction of the Coui ■ 1 to the <br />preTTroinary budget of LMCD to be discussed at their June 26, 1991 <br />Board meeting. <br />INTRODUCTION - In the past LMCD is required by law to adopt a <br />budget by July 1 for transmission to the cities. The cities then <br />have 30 days to express formal objections to the budget, at which <br />point the LMCD is required to hold a nearing considering that, <br />but otherwise not. <br />For the 1992 budget they have decided to prepare a preliminary <br />budget for transmission to the cities to get initial reactions <br />before they adopt a formal budget prior to July I. <br />Attachment B outlines Tonka Bay’s concerns regarding the budget. <br />DISCUSSION - The proposed budget increase for the general <br />administrative levy to cities has increased about 5%. This <br />increase of 5% is at a time that the cities themselves ate facing <br />levy limits that not increasing. In addition the other major <br />item is that the LMCD has increased the contribution by the <br />cities for Milfoil from $63,000 to $80,000, which is a 27% <br />increase, as part of a program to put full reliance of the <br />Milfoil program on public sources. While preliminary budget does <br />not indicate how these translate to specific community allotments <br />but given the maximums given under law to be charged Minnetonka <br />again maxes out and with this Orono would max out. <br />Based on the information Orono's contributions are as follows; <br />1990 - $25,860 <br />1991 - $29,175 <br />1992 - $32,448 <br />It is anticipated that Orono's LMCD Representative will be <br />available for comments at the June 24th meeting to discuss this. <br />Significant cost items relate to increase in personal services <br />together with the undertaking of the area lakes survey study done <br />about every 3 or 4 years.
