Johnso i <br />Hay called the meeting to order at 1:05 p.m. The December 18, 1990 meeting rranutes were <br />approved as submitted. <br />Hay explained the difficulty he has had in obtaining traffic forecasts for the project, and, as <br />a rtjult, Mn/DOT will contract with HNTB (under an existing transportation planning <br />agreement) to prepare them. This will create a three-month project delay; however, Dallam <br />noted that the benefits of having the consultant prepare the traffic forecasts are "worth the <br />wait" because HNTB will be able to refine the Metro Council’s model into more refined <br />zones (i.e. more time to spend on more refined data) than would Mn/DOT have been able, <br />and overall project coordination would be improved by keeping the project tasks assigned <br />to one consultant. Dallam estimated that the traffic forecasts would be available for the <br />April Technical Committee meeting. (The Committee also decided that this would be the <br />appropriate next meeting date — April 16, 1991.) Therefore, it will not be known whether <br />or not the current TH 55 and CR 11 Alternatives are viable for further study until April. <br />Dallam and Hay explained to the Committee that the existing forecast data from the Metro <br />Council model would be used as a base when incorporating more refinec ’ - zone) data. <br />Brixius asked for more current traffic data for Delano (incoming traffic). *^allam said the <br />forecasts would incorporate 1990 census and data from the new regional Travel Behavior <br />Inventory. <br />Dallam then discussed the status of project mapping and presented base map overlays of the <br />project area’s features. He said a composite photograph with the sixth overlay (black <br />t^>elined acetate of corridor revisions as a result of the avoidance areas found during the <br />mapping ~ e.g. parks, etc. -) and tape would be distributed to Policy Committee <br />representatives at their 1-23-91 meeting, in order for each community to make additional <br />shifts, as deemed appropriate, in the alternative alignments for their communities. <br />Dallam said suggested shifts for the mainline TH 12 upgrade have been studied for Long <br />Lake.
