Humbert added that the certainty <br />of funding the EIS will be known by mid-to-late 1991. <br />George John <br />the project <br />I (Orono) complemented Ms. Scheuer on her excellent media coverage of <br />Poss asked when formal public hearings on the layouts should begin. Hay and Dallam smd <br />that this process does not require a formal public hearing (except for the Scoping Decision <br />Document); typically a community will reach a decision or make a statement of support <br />for the alternatives to be studied in the EIS following the Scoping Decision Document <br />public (The revised date for this public hearing appears in the attached revised <br />project schedule.) <br />Acromite asked for a future confirmation and 90 percent estimate as to when traffic <br />forecasts will be released. Dallam said this date will appear in the meeting minutes (notes <br />Mpy 22,1991). <br />Additional Cnmtnant^ and questions were then received from the Audience and Committee. <br />Allan Carlson what the traffic forecasts contain that will allow alternatives to be <br />Dallam said forecasts indicate whether an alternative is a feasible solution to <br />the problem. <br />rhair Johnsoo asked if Greater Minnesota traffic behavior is factored into the forecasts ~ <br />Dallam replied *Ves” and dted the TH 12 improvement project in Litchfield as an example <br />of at outstate traffic and the effects it has on retail sales and business impacts. <br />Acromite asked when other suggested alternatives (such as one-way pain) will be considered <br />and when the Policy Committee votes on the final selection of corridon once the technical <br />infnrmmtitm has been received. Hay said that shifts will be considered and that one-way <br />pairs can still be designed as expressways or freeways. Humbert said that corridon will be <br />first prior to doing any engineering feasibility studies on the best facility. <br />Acromite stated that this will create too many alternatives for study, and that technical ideas <br />or creative approaches should be used in the corridor study. Humbert said the roadway <br />is not considered by the forecasting model and that corridon can shift through the <br />process to allow more flexibility and therefore suggest a future design.
