Griffith, C. Molcsld, A. Carlson, G. Carlson <br />Chair Johnson called the meeting to order shortly after 5:30 p.m. New members D. Poss <br />from Delano B. Peterson from Orono were recognized. The minutes of the December <br />19,1991 meetmg were approved as submitted. <br />Hay explained the difficulty he has had in obtaining traffic forecasts for the project, and as <br />a result, Mn/DOT will contract with HNTB (under an existing transportation planning <br />agreement) to prepare thenu The completed forecasts are expected for the April Policy <br />Committee meeting. (It was explained that HNTB will use Mn/DOTs existing data and <br />further refine the Metro Council’s forecasting model to get a better estimate of traffic on <br />the county roadway system.) Dallam said that HNTB would use the Metro Council’s most <br />current estimates as to the traffic volumes coming from the west, which would not have been <br />in Mn/DOTs forecast data. <br />Dallam then discussed the status of project mapping and presented base map overlays of the <br />project area’s features. He said that a composite photograph of the overlays with the sixth <br />overlay, a black ta^lined acetate of corridor revisions as a result of the avoidance areas <br />found the mapping (parks, etc.) and tape would be distributed to policy committee <br />representatives following the meeting for each commumty to make additional shifts, as <br />dffinfd appropriate, in the alternative alignments in their communities. Committee <br />diffnifffio" o«f ‘he mapping followed: Chair Johnson defined "Ag Preserves” for the <br />Committee; rui ers discussed the affect the project would have on the Luce Line Trail; <br />and the S’jggci.ied alternative for Long Lake of routing the facility over the railroad and <br />behind the shopping center (not feasible and prudent from community impact or engineering <br />standpoint) <br />rhair Johnson asked how changes on the mapping or alternative alignments should be <br />reported. Dallam requested changes on bumwad or other transparent material, and that <br />committee members would have several weeks to complete this. Johnson asked the <br />Committee for changes - Swartwood mentioned that a new school would be constructed <br />east of the Orono Middle School complex within two years. <br />f <br />■
