The Council <br />understands that this should be done in a manner that suppor-s <br />rather than dilutes the City's Comprehensive Plan. It is the City of Orono’s position that <br />it is willing to discuss the matter to develop an upgraded <br />Highway 12 that meets the needs of safely and adequately handling <br />the traffic in accordance with the Minnesota Department of <br />Jrln.portation's safety criteria but that such can be <br />accomplished without severly impacting Orono's Comprehensive Plan <br />and its ii^place land use plan. <br />The City of Orono's position is not one that says "not in <br />mv backyard-, because two-thirds of the current corridor is <br />located \n Orono's backyard, with one-third located in <br />of Lone ^ke. It la one; however, that says we are unwilling to <br />take more than our fair share and we plan to do it in an area and <br />in a manner that is least disruptive to the City. <br />The City's position does not support ®fw <br />through the entire route, but suggests that <br />desig^d to meet the following criteria on a segment by segment <br />basis: <br />Volume of traffic <br />Speed of that traffic <br />Access onto the corridor. <br />Access across the corridor. <br />pu'i' ,—--
