Local streets, collector stroei-o, or <br />those streets which provide acce.s to individual properties, <br />are not part of the major street network. <br />Principal Arterials <br />U.S. 12 is proposed for upgrading to a freeway standard <br />after the year 2000. Its general alignment, depending upon <br />what happens to the east of Independence, should be somewhat <br />south of Maple Plain and thence northwesterly to a point at <br />which it nearly coincides with present U.S. 12.
