Following an introduction by the <br />City Administrator, Michael Gaffron gave an overview or the Waste <br />Management Study, out1 ining each of the alternatives and the <br />I merits and oitfalls of each of those alternatives. This was <br />'followed by a presentation of the sewering option as far as <br />I layout and expense presented by Glenn Cook. Following this <br />I presentation general questions were taken. The following <br />represents the significant questions that were raised and <br />responses given to those. (As these are paraphrased they may <br />encapsulate two or three questions that were asked together with <br />their responses and are not necessarily in the order in which the <br />questions were asked.) <br />l"v. > <br />Is there not a law that requires that the property owner be <br />required to pay only the amount of benefit to the property? <br />fm <br />ri . • <br />pi',' »•-. • <br />Minnesota special assessments are limited to the benefit <br />(increase brought about by the improvement) to that property. <br />The City is cognisant of this law and is structuring the <br />amount of actual special assessment to be equal to or less <br />than the expected benefit to the great range of properties. <br />The balance of the cost will be covered by a connection <br />charge. There is a possibility the connection charge can be <br />financed by the City over the same term as the assessment <br />which is expected to be 15 or 20 years. <br />f.v. <br />^
