The applicant should be aware that future access on County Road 84 will be a little tricky. <br />We’d typically consider 1/8 mile spacing for low density on this type of roadway. We’d <br />further typically prefer to align and consolidate access where feasible. That said, the curves <br />of this roadway and existing sight distance need to be taken into account. When future <br />plans are pursued, we’ll need to work together to determine the best locations for access. <br />Is there any consideration for the private road Cristofori Cir become public? It would make <br />sense for lot 1, block 1 to share access there. <br /> <br />Drainage and Utility Easements: The City requires standard perimeter drainage and utility <br />easements around all property boundaries in the Plat and drainage easements over the wetland <br />areas. The easements as shown on the proposed plat drawing must be revised to meet the City <br />standards. <br /> <br />Driveway Easement: An access plan has not been shown for the parcels to the north of Bayside <br />Road. Should a shared driveway be proposed, a driveway easement and maintenance agreement <br />would be required. <br /> <br />Parks <br /> <br />Parks: The Parks, Open Space and Trail Plan chapter of the Orono Comprehensive Plan does not <br />specify the need for a neighborhood park at this location. As there is no defined need for park <br />land at this location, it would appear that dedication of actual land for park purposes is not <br />required. Absent the need for park land dedication, a Park Dedication Fee in lieu of land would be <br />appropriate per City Ordinance. <br /> <br />Park Dedication: <br />The proposed application is anticipated to pay a park dedication fee in lieu of providing land for <br />the newly created lot. The fee is determined by fair market value of the land being subdivided. <br />The assessor will be consulted to determine the market value of the land for establishing the <br />amount of the fee. <br /> <br />Public Comments <br />To date, no public comments have been received. <br /> <br />Issues for Consideration <br />1.
