A haul route has been reviewed <br />and approved by the City for the imported dredging materials. This criterion is met. <br />12) Not cause excessive non-residential traffic on residential streets, parking needs that cause a <br />demonstrable inconvenience to adjoining properties, traffic congestion, or unsafe access; The <br />dredging spoils will be transported by lake to the dewatering site and will be transported back to <br />the site over an approved haul route. This should allow construction traffic to be less of an impact. <br />This criterion is met. <br />13) Designed to take into account the natural, scenic, and historic features of the area and to minimize <br />environmental impact; The project will obtain all necessary permits from outside agencies such as <br />MCWD, LMCD, and DNR as well as an NPDES permit. This criterion is met. <br />14) All exterior lighting shall be so directed so as not to cast glare toward or onto the public right-of-way <br />or neighboring residential uses or districts; This criterion is met; and <br />15) Not detrimental to the public health, public safety, or general welfare. This criterion is met. <br /> <br />The Commission may recommend or the Council may impose conditions in granting an IUP. Any conditions <br />imposed must be directly related to and must bear a rough proportionality to the impact created by the IUP. <br /> <br />Public Comments <br />To date, no public comments have been received. <br /> <br />Issues for Consideration <br />1. Does the Planning Commission find that the IUP and subsequent grading permit, if granted, will <br />not alter the essential character of the neighborhood? <br />2. Does the Commission find it necessary to impose conditions to mitigate the impacts created by <br />the granting of the requested grading activity? <br />3.
