The plat includes an outlot for a new road and a <br />portion of land to be added to the neighboring property to the east. The proposal would create six buildable lots. <br />This would be calculated at 0.34 units per acre, well below the density guide from the comprehensive plan of 0.5 <br />units per acre. <br /> <br />Conformity with Zoning District Standards <br />The properties are currently zoned RR-1B One Family Rural Residential (5.0 acre). All of the newly created parcels <br />conform to the current RR-1B zoning district as it relates to size and width. The existing structures will be removed <br />(except the outbuilding on Lot 2 which will remain). New buildings constructed must meet the required zoning <br />district standards as no variances have been requested. The properties are outside of the MUSA and will be served <br />by private septic systems. <br /> <br />Relationship to Surrounding Development <br />The proposed 6-lot single-family development with 2-plus acre lot sizes is relatively isolated and is bookended by <br />two 3 to 4+ acre residential properties on the east and the west. The 20+ acre Susan B. Lurton Off-Leash Dog Park <br />(City of Orono) abuts the property on the south and Baker Park (Three Rivers Park District) is across CSAH 6 to the <br />north. The development will be consistent with its residential neighbors. <br /> <br /> <br />Application Summary: This application involves five individual tax parcels, 2 containing existing homes, and <br />contemplates preliminary plat approval to create six, 2+ acre buildable lots and a private road. applicant requests <br />preliminary plat approval to create a 6-lot plat in the RR-1B district. The following is proposed: <br />1. Lot 1: 2.5 total acres; 2.3 dry, buildable acres. <br />2. Lot 2: 3.2 total acres; 3.26 dry, buildable acres. <br />3. Lot 3: A lakeshore lot with 2.75 total acres; 2.1 dry, buildable acres. <br />4. Lot 4: A lakeshore lot with 4.45 total acres; 2.02 dry, buildable acres. <br />5. Lot 5: 2.0 total acres; there is a small wetland shared with Lot 6.* <br />6. Lot 6: 2.0 total acres; there is a very, small wetland shared with Lot 5.* <br /> <br />All of the roads will be served by a new, private road with a cul-de-sac extending south from Hennepin County <br />Road 6 (CSAH 6). All lots will be served by private wells and septic systems. <br /> <br />*The wetland square footage is not called out for Lots 5 and 6. The dry buildable acreage should be confirmed. <br />Staff Recommendation: Planning Department Staff recommends approval. The Planning Commission should <br />review all of the issues identified within the report and provide direction to the Developer. <br />2.0 acre
