Approve both the CUP and Variance request. Direct the applicant to provide the missing information for <br />the CUP and provide a revised practical difficulty analysis that meets the criteria to support the variance <br />request for the shed. <br /> <br />Planning Staff Recommendation <br />Staff recommends denial of the variances for the shed as a new shed in the proposed location is contrary to the <br />City’s ordinances and goals, and does not meet practical difficulty standards. <br /> <br />Staff recommends the Planning Commission TABLE this item until the following are submitted for review to ensure <br />the new proposed plan meets the newly created conditions for allowing retaining walls in the lakeyard (near the <br />lake and within the proposed stone staircase). <br />1. Updated Engineering for the newly proposed retaining wall design <br />2. A landscape plan for the slope showing native and deep-rooted plantings. <br />3. Verification of the soil assumptions cited within the Vickery stability letter. <br />4. Documentation supporting the placed-in-grade stair over the post-style construction for slope stability and <br />erosion control. <br />5. A statement from Mr. Vickery P.E. confirming that the currently proposed walls are the minimum solution <br />necessary to stabilize the slope; and <br />6. Clarification of the site plan inconsistencies identified herein. <br /> <br /> <br />14
