Letter to Residents Dated 3/13/91 <br />ISSUE - <br />1. Hold a project public hearing for the proposed public project. <br />2. Determine if Council desires to proceed further with the <br />project. <br />3, If Council decides to proceed further, that they accept the <br />plans and specifications as presented and direct staff to seek <br />bids on the project. <br />4. Determine means proposed for financing the project. <br />INTRODUCTION - At the Council's December 10, 1990 Council meeting <br />the public hearing was postponed originally until February 11, <br />1991 when it was hoped that the new Council would have 5 members, <br />because of the fact that a new CounciImember was just selected at <br />that meeting the public hearing was further postponed until March <br />25, 1991. A letter to that effect was transmitted to all the <br />persons within the utility district. Subsequently a letter was <br />sent to renotify people of the upcoming March 25, 1991 continued <br />public hearing. <br />At the December 10, 1990 Council meeting there was also a <br />question regarding the drainage on Togo Road that had been raised <br />previously. Based on staff's review of the issue, while there <br />My be soaie aiinor corrections that need to be done on this these <br />are unrelated to this project per se. As such staff will work <br />with the residents to determine if this can be corrected. <br />DISCUSSION <br />Issues #2 and 3 * Should the Council decide to proceed with this <br />project, the following steps would need to be taken: <br />1. Advertisement for bids. <br />2. Receipt of bids. <br />3. Assessment hearing.
