K.' <br />% <br />k. <br />Hardcover Status of Weed Control FabricsMay 22, 1991 <br />Page 5 of 5 <br />The DNR Rip-rap Guidelines are included to indicate that <br />permeable filter fabric may be incorporated into rip-rapping -or <br />a number of purposes. The use of an impermeable barrier is not <br />discussed, although there may be specific rip-rap applications <br />where one would use an impermeable barrier. <br />The product literature for the various brands of fabric is <br />included so that Council can get an idea of the variety of <br />fabrics and characteristics. Finally, the information from the <br />Fresh Mater Foundation and from the City of Eagan discusses a <br />number of practices that, while not strictly related to <br />hardcover, would help to reduce the nutrient load in run-off. <br />Staff Reu c—endaticn - <br />Staff would recommend that Council allow weed control <br />fabrics as a non-hardcover alternative to plastic sheeting or <br />chemicals for weed control and landscape beds. Council may wish <br />to consider limiting the non-hardcover status to non-woven <br />fabrics only, although this will eliminate the use of some of the <br />weed control fabrics currently in the marketplace. {Because of <br />the variety of fabrics and manufacturers, it may be impossible to <br />determine whether a specific fabric meets a specific water flow <br />standard, although that might be a basis for allowing or <br />disallowing a specific fabric.) <br />Proposed Motions Moved by _ _, seconded by _ _, to amend the <br />current hardcover policy to allow the use of non-woven permeable <br />weed control fabric as non-hardcover when placed below clean, <br />permeable landscape rock, wood chips or similar materials in <br />landscape beds.
