Traffic Study Information Presented 5/21/91 - <br />Howard Needles and Associates <br />ISSUE - <br />1, Present to Council Information from the most recent Highway 12 <br />corridor study traffic study. <br />2. Update Council regarding meeting format between the City of <br />Orono and the Commissioner of Transportation. <br />INTRODUCTION - Attachment A updates the traffic forcai <br />inforroatTon that was presented the Po 1 i cy/Technica 1 and <br />Citizens Committee on May 21st and <br />DISCUSSION - <br />Issue #1 - The main purpose of the traffic forecasts was to <br />indicate which ones would address the current situation on <br />Highway 12. They do not necessarily indicate the best solutions <br />only which ones will work. As you will note the "second <br />generation" traffic forecasts indicate that the 2 northerly <br />routes do not li as much to reduce the longterm need for an <br />upgrade to the current Highway 12 as the others. While there is <br />some minimal reduction for the Highway 55 jlternative, ^or an <br />interim amount of time, the traffic forecasts do not show a <br />significant downturn in the 20,000 car per day figure currently <br />at Willow. The County 11 alternative on the other hand does <br />substantially reduce the Highway 12 traffic but it is at the <br />expense of doubling traffic on County Road 6 in order to reach <br />the new corridor. <br />As for the three other routes, they address the situation of <br />reducing traffic levels on a 2 lane facility (current Hwy 12) <br />either by an upgrade int he existing corridor or as an alternate <br />route for a new four lane facility. <br />Current Alignment - The increase between this study and the <br />preliminary study is due to factoring in an ^graded facility <br />(increase of about 30%) . <br />Southerly Route - While the southerly route gains the most <br />ridership it does so by drawing traffic from County Road 15. <br />These nunmbers are similar to the original estimates.
