jt* * <br />LAKS USE COMHITTEE <br />STATEMENT OF NEED <br />Prior to 1985, w..e Ci;v Council of Orono regularly appointed <br />a Marina Committee to review annual Marina License applications <br />prior to presentation for Council approval. No Marina Com—ittee <br />has been active since 1985, and licensing of marinas has preceded <br />only on an irregular basis while the City has been considering <br />alternative procedures to marina licensing. Further, lake use <br />management issues such as review of the LMCD Comprehensive Plan <br />for Lake Minnetonka and developement of Shore land Zoning <br />Regulations pursuant to DNR requirements, have resulted in the <br />need for a more intensive level of discussions and consideration <br />of specific lake use management topics than can be accomodated at <br />regularly scheduled Council meetings. Further, efficiency of <br />effort can be increased by appointing a select sm.all group of <br />individuals to consider specific issues and make recommendations <br />to the Council as to policy and action. <br />CHARGE TO COMMITTEE <br />In order to assist the City Council in decision-making <br />regarding lake use issues, the Lake Use Committee is hereby <br />appointed and charged with the following duties and <br />responsibilities: <br />1. Continue to review and comment on LMCD's Lake <br />Minnetonka Management Plan, and recommend and implement <br />strategies as necessary to result in a final LMCD plan that <br />is in tune with Cr-no's policies and objectives for <br />management of Lake M. .etonka. <br />2. Work with staff to develop suitable shoreland <br />regulations in response to the DNR mandate for adoption of <br />such regulations* <br />3. Review 1990-91 Marina License Applications. Determine <br />whether there are any outstanding land use issues which must <br />be brought forward as land use applications. Work with <br />applicants to suitably resolve any outstrnding issues, and <br />make recommendations to Council for appropriate action to <br />approve, conditionally approve or deny licenses. <br />4. On an ongoing basis, review future Marina License and <br />Joint Use Dock License applications and recommend <br />appropriate action. <br />5. Develop a long-term strategy for marina regulation, and <br />propose appropriate changes to current ordinances as may be <br />necessary to implement that strategy.
