Lake Calhoun Associates moved to dismiss tha <br />complaint for failure to state a claim upon which relief can be <br />granted, and Minneapolis Park Lovers moved for summary judgment. <br />The district court determined the City council's actions <br />were not unreasonable, and therefore the conditional use permit <br />remained valid. The court granted Lake Calhoun Associates' <br />motion to dismiss and denied Minneapolis Park Lovers' sxunmary <br />judgment motion. We reverse. <br />r' * <br />*■
