t-h <br />resulted in less infiltration and inflow and the annual <br />flows during these dry years have had a notable dip <br />below prior years even though the system has had <br />additional users. In 1990 these flows were starting to <br />increase again. Since Metro waste Control Commission <br />flows represent 54% of the rate structure they have an <br />appreciable impact on the rates charged to customers. <br />As a result of the current status the base rate those <br />charged a flat rate for 1991 could be left as is and <br />still maintain adequate funding. With the only increase <br />for those on a gallonage basis. For 1992-93 there may <br />be a need to review the situation particularly as it <br />relates to flowage and the cost of that treatment. <br />WATER - As you are aware rates traditionally exist for 3 of the <br />systems together with the 4th system being that on Highway 12. <br />Administration/Billinq - In the past the City has <br />established different administration and billing rates <br />for each of the 3 different systems. This however, <br />requires substantially additional accounting with very <br />little differential or impact on the customers. As <br />such, for this study we have combined it into a single <br />rate. <br />Ready to Serve - In addition a ready to serve charge is <br />inciucf^ on the Navarre System and is charged whether <br />someone is hookedup or not. Based on the formula used <br />to set rates last time would increase from $7.60 to <br />$10.40/quarter. <br />As to the gallonage rate needs in each of the 4 systems they are <br />as follows: <br />Havarre System - (755 users) - The cost for operating <br />the system has gone up in the intervening 5 years since <br />the cost was set back in 1986. Based on the formula <br />established in the *86 rate study it would be <br />appropriate to set the rate at $1.27/1,000 gallons, an <br />8.5% increase. This, as noted, would be the first rate <br />Increase in S years. <br />Wayxata System — (56 Users) - In this situation the City <br />of Wayzata sells us water at a wholesale rate, which was <br />changed from a step rate system to a flat rate of $2.50 <br />p0r custoMf plus $1«I9 per 1000 gal effective 7/1/87. <br />At the time it was not felt that an increase for people <br />in that area was appropriate as the increase in the <br />wholesale rate was small.
