Presentation of ideas to Council regarding development for <br />policy leadership and local control of selected areas of interest <br />as it relates to lake management particularly on Lake Minnetonka. <br />A. Structure for development of policies. <br />B. Scope of the group to study those policies. <br />INTRODUCTION - Over the last few years CounciImembers and others <br />have expressed concerns regarding lake use particularly as they <br />relate to marinas. Much of the City of Orono Council's focus and <br />work has been on lake and lake related land use issues. The <br />City's Comprehensive Plan is predicated on protecting the lake. <br />In both its ordinance adoption and interpretation this Council <br />generally has been as rigorous in protecting the lake, if not <br />more so, on occasion or at least consistent with those past <br />Councils. <br />Because of the lowered lake levels, the increased use, the <br />concerns regarding marinas and their economic viability together <br />with the 25 year plan that the LMCD has been developing the last <br />two years; the issue of lake use has been brought to the <br />forefront at the City level raising concerns regarding the future <br />use of the lake. <br />With the request to look at the lake usage of the marinas <br />together with reviewing the public review draft of LMCD it <br />seemed appropriate to broaden the scope of both those assignments <br />and present to you the concept of a City established Lake Use <br />Management Committee to develop policy directions for the City to <br />deal with on its own and through other agencies- such as the LMCD <br />to achievement of the City's policy directions <br />DISCUSSION - The idea of recommending a broader look at the issue <br />other than strictly the limitations that historically have been <br />established as a function of or scope of a Marina Committee <br />resulted because some of the issues piqued by marina concerns.
