Metro Council Letter Dated 5/2/91 <br />ISSUE - <br />Provide the Council an update on lake use related activities: <br />1. LMCD Comprehensive Management Plan <br />2. Shoreland Regulations progress <br />3. 1991 Marina licensing <br />4. Long Term marina regulation <br />5. Lake Use Committee Composition <br />INTRODUCTION - Last year, as noted in Attachment C the City <br />■appointing a Lake use Committee to address primarily the LMCD <br />Comprehensive Plan but it was able to be used for other means. The <br />work on Comprehensive Plan has obviously taken longer than anyone <br />would have anticipated at the time, but the work par t icu lar i ly by <br />CounciImembers Jabbour and Callahan have resulted in what is <br />anticipated to be a reworked LMCD plan. <br />DISCUSSION - <br />Issue tl 2 LMCD Comprehensive Management Plan - The draft that <br />had been presented to Council last time has now been distributed <br />to the 14 communities noted in Attachment D. Additionally, <br />Wayzata's consultant planner undertook a summary of that, as noted <br />in Attachment E. Subsequent to the last meeting DNR received an <br />"unofficial” Attorneys General opinion (Attachment F) that related <br />to what was meant in the DNR regulations as far as "must be <br />approved* and as to whether that constituted a veto authority. As <br />noted in the opinion, because contested court cases are allowed for <br />both those proposing and those affected by that control, it was the <br />opinion of the Attorneys General Special Assistant that therefore <br />there was not "absolute veto". The group is now scheduled to again <br />meet on 5/29/91. <br />Issue #2 - Shoreland RegularioiiS - <br />A.
