5791.2 <br />STOBB'S BAY CITIZENS' ADVISORY COMMITTEE <br />Statement of Need - <br />The City Council has deternined that while many residents <br />within the Stubb's Bay Sewer Stidy Area have expressed support <br />for a sewer project, there appears to be a lack of concensus on <br />the extent of the area to be served, as well as general concern <br />on the part of the Council and residents about the neighborhoods' <br />ability and willingness to pay the high costs of such a project. <br />The City has proposed to serve properties east of Tonkawa Road, <br />south of the Luce Line, and eastward to the Leaf Street area. <br />The City has recognized that some neighborhoods within the <br />defined project area need sewer more than others, but omitting <br />some areas may raise the cost of the project for those remaining. <br />A method of financing Including a partial assessment and partial <br />connection charge has been proposed by the City in order to limit <br />the City's financial risk in proceeding with the project. This <br />financing proposal has not gained the support of a substantial <br />number of residents. <br />Charge to Committee - <br />In an effort to involve the residents of Stubb's Bay in the <br />decision making process, and to assist the Council in determining <br />whether and how a Stubb’s Bay Sewer Project should go forward, <br />the Council hereby appoints the Stubb's Bay Sewer Citizens' <br />Advisory Committee, and charges the Committee with the following <br />tasks: <br />1. Review all information prepared and presented to date. <br />2. Develop any additional necessary facts/figures/ <br />Information with assistance of staff. <br />3. Make a recommendation as to the scope of project that <br />should be considered by the City, i.e. recommend which <br />neighborhoods should be served and if possible, place a <br />priorty status on which of these areas should be served <br />first (or at all). <br />4. Make a recommendation as to cost allocation for those to <br />be served. <br />5. Research the various methods of financing the Stubb's <br />Bay Sewer Project, deliberate the alternatives, and <br />recommend a preferred financing method that may be <br />acceptable to both the residents and the City Council. <br />6. Work with the City staff and consultants as necessary to <br />accomplish the above and make a written recommendation to <br />the City Council by July 1, 1991 for presentation to the <br />Council at their July 8, 1991 meeting. <br />7. Suggest methods to gain acceptance of the project by <br />those in areas where the need is the greatest.
