REPORT OF THE ORONO CITIZENS FACILITIES COF.y.I <br />I. Formation/Purpose. In April of 1990 the Orono City <br />Council appointed an eighteen (13) member Citizens Facilities <br />Committee composed of a diversified group of Orono residents. <br />The Committee was charged with recommending to the Orono Planning <br />Commission and Orono City Council one or more sites for location <br />of a new City Hall and Council Chamber, Police Station and Public <br />Works Office and Garage. <br />II. Process. The Committee met six (6) times, on May 10, <br />1990, May 24, 1990, June 14, 1990, July 26, 1990, August 22, <br />1990, the latter being a joint meeting with the Orono City <br />Council, and on April 29, 1991 to write its report. Committee <br />attendance at the six (6) meetings averaged in excess of seventy- <br />five percent (75%). The City's facilities consultant, Jack <br />Poarman of Boatman & Associates was present at all meetings to <br />assist the Committee. Mark E. Bernhardson, City Administrator, <br />was present at most of the meetings. City staff including <br />employees from administration, police and public works were <br />available as needed. <br />The Committee determined that in order to make site <br />recommendations to the Planning Commission and City Council it <br />was necessary for the Committee to become familiar with the <br />present City facilities, existing and projectd City needs, new <br />city facilities of comparable communities and proposed City <br />facilities sites. <br />III. Findings. <br />following findings: <br />Based upon its review the Committee made the <br />1. New City facilities are necessary. The existing City Hall <br />has an inefficient layout, is too crowded and has no room for <br />expansion. The existing Public Works Garage has deteriorated <br />beyond repair (recently structural problems have surfaced in the <br />Public Works Garage which will require construction of a $50,000 <br />pole barn to serve as a temporary Public Works Garage if a new <br />Public Works Garage is not commenced immediately). <br />2. The ideal site for City facilities would have the <br />following characteristics: <br />(a) Easily accessible to the public.
