Planning Commission Recommendation <br />Nay 6r 1991 <br />Page 2 of 2 <br />3. Traffic safety concerns should not be an issue as the <br />intersection has a traffic light, 1993 safety improvements <br />shall only improve safety on Highway 12 and at the <br />intersection of Old Crystal Bay Road. Development at this <br />intersection with schools, government buildings, library and <br />other public facilities will necessitate special <br />transportation planning in the upgrade of the Highway 12 <br />corridor. Access to either the north aide of the Highway 12 <br />or the south side of Highway 12 should not be an issue. In <br />response to the issue of the impact on transportation and <br />trazfic on the north side if the complete complex is placed <br />at the northeast quadrant, it should be noted that current <br />planning for this area would allow high density residential <br />development (10 units per acre) and/or commercial <br />development that would provide as much or greater i*"oact on <br />existing traffic facilities. <br />4. A municipal facility at this location will be most <br />compatible with surrounding proposed development of office <br />complex, Hennepin County library, community service center, <br />church and sports arenna. <br />The Planning Commission wishes to acknowledge and extend its <br />appreciation to the members of the Facilities Committee, Jack <br />Boarman of Boarman aud Associates, Mark Bernhardson, City <br />Administrator and other staff members who have assisted the <br />Citlsens* Comsiittee and members of the public who have taken the <br />time to provide input and present their concerns during this <br />phase'of the study. This recommendation has been based not only <br />on our own experiences as planners for the City, but as concerned <br />residents of our community.
