Zoning File #1635 <br />April 8, 1991 <br />Page 2 of 3 <br />Review of Coomercial Site Plan - <br />' The 10*x25' storage facility is needed to provide additional <br />area for equipment needed to ”rarade existing car wash. Mr. <br />O'Sullivan has advised that the nt-- system will allow the removal <br />of the cleaning brushes and the installation of a with high <br />pressure chemical cleaning system. There is no room within the <br />existing car wash to support the pressure tanks needed to service <br />this type of car wash. The structure will also serve as <br />additional storage area for the entire facility (not storage of <br />additional goods but maintenance type equipment). <br />Review of Application #958 - <br />Application #C58 involved the major upgrading of the <br />property to a convenience store/auto repair/car wash. All <br />conditions of the original conditional use permit/v •'riance <br />application have been fulfilled by the applicant. The ^^roject <br />has been most successful. Traffic patterns approved on the <br />property have worked most effectively. There have been no <br />accidents as a result of the applicant being allowed to maintain <br />the two curb cuts close to the intersection of County Roads 15 <br />and 19. As a patron of O'Sullivaii® and staff member, I have <br />never noted a problem with parking at the facility nor has the <br />City received complaints (parking stall variance granted with <br />1958). <br />Review of Current Application - <br />At the time of the building permit review, the car wash <br />portion of the new improvements was not sprinkled. There is <br />nothing in the permit file that provides the current staff with <br />any background on why the car wash was not installed with the <br />required sprinkler system. The building department will ask that <br />the concrete block structure be sprinkled and at the same time <br />install a system within the car wash. The Building Department <br />advises that the cost to include car wash is minimum because <br />lines have to be extended from auto repair through car wash. <br />The applicant seeks setback variances for the proposed <br />addition. This setback is sought from the north lot line of the <br />PWBI. The Institute is located 100 + ' from the lot line. The <br />only adjacent structure is a garage which was installed by the <br />University of Minnesota without the benefit of a building pe^it <br />review. The structure appears to be 25-30' from the lot line. <br />There is no other suitable area to install the facility as it <br />must be adjacent to the car wash structure. The existing grade <br />along the east lot line minimizes the structural impact as the <br />elevations at the FWBI lot line are higher than at the car was + <br />elevation. Fencing will minimize the impact of the 12* higu <br />structure.
