Just prior to freeze-up in the fall of 1990, applicant <br />placed approximately 50 truck loads of fill in the front <br />yard, estimated by staff at approximately 500 cubic yards. <br />Because no permits had been issued for this filling, the <br />work was stopped and applicant was advised to either remove <br />the fill or apply for a conditional use permit. <br />2.Applicant has provided a survey showing existing and <br />proposed contours. The proposed depth of fill ranges from 0 <br />to 2.5' in an area approximately lOO'xlOO', on the east side <br />of the driveway. <br />3.In discussions with the applicant regarding the reasons for <br />filling, he notes that in the spring, water ponds in the <br />front yard area rather than running off, and the intent is <br />to somewhat channelize the flow and eliminate low spots. <br />4.The City Engineer has reviewed the site and the watershed <br />downstream. Re notes that the filling will not impact site <br />drainage, i.e. this will not change the direction of <br />drainage away from the site. He notes that while the amount <br />of run-off from the site will be increased slightly, that <br />run-off will have no significant impact on the high water <br />elevation of the receiving wetland two lots to the east.
