Briefly, <br />the applicant requests approval to fill 500 cubic yards in his <br />front yard to eliminate some pockets where water has been <br />ponding. This is not a wetland area, but the area is relatively <br />flat and surface drainage is poor. <br />The applicant brought in fill last fall, but was stopped by <br />staff before he could spread it, and advised of the need for a <br />conditional use permit for that amount of fill. <br />The City Engineer reviewed the site and recommended <br />approval. Re noted that the fill will be placed in an area that <br />will not impact the site drainage, i.e. the direction of drainage <br />leaving the site will not change, and the amount of runoff <br />leaving the property will increase insignificantly. <br />Plmiioing OomBisslon Secommendatlon - <br />At their March meeting. Planning Commission recommended <br />approval on a vote of 4 to 0, with the following conditions: <br />A. Applicant shall adhere to the grading plan as proposed. <br />B. All disturbed areas shall be revegetated as soon as <br />possible upon completion of the grading work. <br />C. Adequate erosion measures shall be maintained in place <br />as may be required by the City Inspector. <br />D. Payment of after-the-fact investigation fees for both <br />application and grading permit.
