ORONO CITY COUNCIL MEETING <br />MINUTES FOR NOVEMBER 23.1998 <br />(#2439 Service 800, Inc., continued) <br />Bredeson remarked that It is a primary goal of Service 800 to end up with a building that they can <br />take pride in as well as addressing their future and present business needs. <br />Radioff stated the lighting being proposed is in compliance with Orono's lighting standards. <br />Mayor Jabbour inquired whether the 26.1 percent lot coverage is in line with what has been approved <br />previously for other commercial sites. <br />Gaffron stated the 26.1 percent is slightly higher than what has been approved previously, noting <br />that the ordinance when adopted was geared more towards residential and accessory structures <br />located on less than two acres rather than commercial sites. City Staff has reviewed commercial <br />sites in the surrounding areas and has found that on average 25 to 30 percent lot coverage is <br />typical for a commercial site. <br />Radioff remarked that other cities regulate parking relative to the size of the building. <br />Mayor Jabbour stated the public should be made aware of the differences between this development <br />and the proposed project in Navarre. <br />Gaffron stated this site is not subject to hardcover requirements which the other site is and lies <br />within a B-1 District which has a different set of standards than a B-5 District. <br />Kelley expressed a concern about the type of development that the City would like to see along <br />Highway 12, noting that he would like to continue with the proposed lighting and setbacks for the <br />remainder of Highway 12. Kelley noted i:iat the B-1 District was Orono's most intense commercial <br />use district, and raised a concern about what this building might possibly be used for 15 years down <br />the road. <br />Kelley noted that this building has a potential of 30 employees in the building and there might be <br />a problem with lack of parking in the future. Kelley stated he is in favor of the project. <br />Gaffron stated that any new use associated with the building would require a certificate of <br />occupancy and those issues could be addressed at that time. <br />Bredeson stated they are proposing to use the building for their own use and anticipated growth, <br />noting they do not have any intentions at this time to rent (he vacant space out. Bredeson remarked <br />that the company's groviith has not been rapid and they anticipate this building will accommodate <br />their needs for the next ten to fifteen years <br />Kiemen noted that they do not have a problem if the City Council would like the additional parking <br />stalls constructed at this time. Kiemen noted that City Council can control the future uses of this <br />building. <br />Mayor Jabbour stated it is the obligation of the City Council to address all issues when considering <br />an application. <br />Goetten indicated in her view it is an attractive project, noting she is fine with the proposed <br />parking and likes the green space. Goetten inquired what would trigger the additional parking <br />spaces. <br />Gaffron stated that would be up to the property owner to determine. <br />Keliey inquired what district Otten Brothers is located in. <br />Page 19
