r <br />ORDINANCE NO.SECOND SERIES <br />AN ORDINANCE EXTENDING AN INTERIM MORATORIUM <br />REGARDING CERTAIN USES AS PERMITTED OR <br />CONDITIONAL USES IN THE CITY ’S INDUSTRIAL. ZONE, <br />AND ON THE GRANTING OF BUILDING PERMITS, <br />LAND SUBDIVISIONS, REZONING APPLICATIONS, <br />CONDITIONAL OR SPECIAL USE PERMITS, VARIANCES <br />OR OTHER AUTHORITY RELATING TO THE <br />DEVELOPMENT OF INDUSTRIALLY ZONED <br />PROPERTY IN THE CITY <br />THE CITY COUNCIL OF ORONO DOES ORDAIN: <br />SECTION 1. Statement of Policy. The purpose of Orono Municipal Code Chapter 10, Land Use <br />Regulations, is to provide for the orderly development of commercial and industrial properties in <br />accordance with the long term land use plan for the City as set out in the City s Comprehensive Plan. <br />As part of the City's current Comprehensive Plan update process, the City Council has adopted a <br />resolution setting out a general concept plan for land use along Highway 12. A number of types of <br />land uses currently listed as permitted or conditional uses in the City’s industrial zone may be <br />incompatible with this concept plan. Therefore tlie City wll conduct a study to determine the types <br />of industrial uses compatible with the City's long term land use plan, both in terms of the character <br />of Highway 12 and in terms of the rural residential character of the City. <br />To ensure that, during the study period, uses that may be incompatible with the City's Highway 12 <br />land use concept plan are not added or expanded; the City imposed a moratorium pursuant to <br />Minnesota Statute Section 462.355, Subdivision 4, on adding or expanding certain permitted and <br />conditional uses in the City’s industrial zone and on the granting of building permits, land <br />subdivisions, rezoning applications, conditional or special use permits, variances or other authority <br />related to development in the City's industrial zone. <br />SECTION 2. Because the City has not completed its study and consideration regarding the types <br />of industrial uses compatible with the City's long term land use plan, the moratorium is hereby <br />extended by 75 days. <br />SECTION 3. This Ordinance shall be published in THE PIONEER and THE LAKER and shall be <br />effective immediately.
