A number of additional factors identified below make <br />this a somewhat complex issue. <br />Background <br />Mr. Regan has applied for a building permit to make improvements to his property, including <br />window replacement, construction of a deck addition, and construction of an attached 2-stall garage. <br />The proposed work meets all setback and hardcover requirements, and staff is prepared to issue a <br />building permit. <br />However, we delayed issuance of that permit based on Mr. Regan's proposal to construct a second <br />driveway access. Regan already has a driveway accessing North Shore Drive, but has no garage <br />served by that driveway. He does have an old detached garage (to be removed) at the north end of <br />the property, which does not have an improved driveway. Regan's access to this old garage has been <br />via Render's (formerly Putnam's) existing driveway.
