1 <br />Issues <br />1. The boathouse requires major renovation to include complete replacement of two walls and <br />partial replacement of the two remaining walls. Both remaining walls would also require <br />tuckpoint and repairs to cracked block and other masonry to provide a solid wall. The roof <br />would consist of a full replacement. <br />2. A conditional use permit is required for land alterations and grading within 75' of the <br />lakeshore to remove a portion of the hillside to place a new foundation under the structure. <br />3. The variances must be approved to issue a Conditional Use Permit. <br />4. The applicants are requesting to replace a deck above the boathouse. <br />5.The City Building Official has determined the boathouse is unsafe to construct a new deck <br />above. <br />6.The deck could legally be repaired because it was damaged in a storm. The building which <br />the deck was located above has been determined to be structurally unsafe not allowing the <br />deck to be constructed. Therefore, the property owners would loose their right to the deck <br />which was involuntarily removed. <br />Last year the Planning Commission recommended denial of variances to allow the existing <br />house to be removed and a new residence constructed. It was recommended at that time the <br />boathouse be removed to reduce hardcover on the lot. The applicants withdrew the <br />application without a hearing with the Council. <br />OPTIONS <br />The Planning Commission has the following alternatives to consider: <br />A. Recommend approval of the request with the hardship being the boathouse existed <br />as a legal non-conforming structure, and the deck which was located above the <br />boathouse would be able to be reconstructed if the building as structurally sound. <br />A condition of approval would be the applicants must return any material removed <br />or graded during construction to its existing location and elevation. <br />B. Recommend denial of the request stating the structural condition of the boathouse <br />would require a complete rebuild of the foundation and most of the walls.
