i: <br />Plumbing in Accessory Structures <br />June 6,1997 <br />Page 5 <br />Policy Questions <br />1 What combination of fixtures or facilities is necessary 'o consider a structu: as a potential <br />2. <br />3. <br />guest house or accessory dwelling unit? <br />Given Council's recent action to allow, via covenant, all the physical improvements which <br />make an accessory structure functional as a dwelling, is it Council's intent that staff take into <br />consideration the intent of the owner (not just the physical improvements to the building) <br />when reviewing accessory building plans? <br />Does Council wish to review each individual case, or should staff determine whether a CUP <br />or covenant is most appropriate for a given application, and let staff deal with the covenant <br />situations? <br />4 Does Council wish to review the assessment policy for secondary dwelling units? Note that <br />the current policy approved by Council in 1984 came into play in determining the number <br />of units for the Bracketts Point sewer. <br />Staff Recommendation <br />Council is requested to review the policy issues and provide staff with direction. Optionally, this <br />could be referred to Planning Commission, tabled for more information (specify) or discussed at a <br />work session.
