4 <br />IV. Cost Analysis <br />Detailed co?t estimates for thr proposed improvements are presented in the appendices. These costs <br />include a 5 pe.rcent contingency, a 20 percent allowance for design, inspection, legal, and <br />administidtio-. cnsts, and a 5 percent allowance for capitalized interest and bonding costs during <br />constructioa, the costs arc based on 1999 construction and can be related to the ENR Construction <br />Cost Inrjex of 6^190 (estimated June, 1999).
